| The 1st International IACC
Animation,Cartoon and Comic Competition Ratifier:Ministry of Culture of P.R.China Sponsor:China Association of Oriental Culture Studies Organizer:Beijing Green Century Culture Co., Ltd. General Rules 1.In order to promote the exchanges of animation ,cartoon and comic circle home and abroad and find more talents in animation,cartoon and comic circle, the Organizing Committee of the 6th World Cartoon Conference has decided to hold “2004 International Animation and Comic Competition” (The 1st International Animation ,cartoon and Comic Competition, hereinafter, called “Competition”); 2.The Competition Committee shall be in charge of this Competition, responsible for management, appraisement and awarding. Competition Setup 1.There shall be 6 types of competitions in the Competition: a)Cartoon (1~4 cuts drawing) b)Animation c)Illustration d)Caricature e)Flash f)Language in Animation and Comic story 2.Theme of the Competition Theme for Caricature Competition: Famous person in our times Theme for other types competitions: Green, Home, Dream or free proposition 3. The Competition admits contributions from 15 July to 15 September. 4.Requirements on participants The Competition is open to global participants, including any professional or unprofessional individual or group. 5. Requirements on Artwork: For Cartoon,Illustration and Caricature,work size is should be from A4 to A3. For animation, the form shall be Compact Disc. Each participant shall submit no more than three pieces of artwork with the standard of PAL D1 (720*576, 25 Pictures/Sec.) or above. The total length shall be no more than 60 minutes and the video format shall be AVI. Before the artwork is mailed to the Organizing Committee, the participant shall bear all responsibilities if incidents happen. For Flash, the form shall be soft disk or compact disk. Each participant shall submit no more than three pieces of artwork. Before the artwork is mailed to the Organizing Committee, the participant shall bear all responsibilities if incidents happen. If the file is no bigger than 5M, the participant shall e-mail it to acie@vip.sina.com. 6.The standard languages are Chinese and English in two-dimensional drawing. There may be other languages in comic stories, illustrations and animations, etc., but Chinese/English instructions a must. The Competition Committee reserves the right not to judge the artwork that does not accord with the provision. 7. Each participant may submit no more than 3 works for each type, and there shall be no more than 20 pictures in one piece of artwork.. 8.The quality printed work is regarded as the original artwork, but reprography work and photos will not be admitted. 9.The Competition admits the artwork that was published or exhibited, but the Competition does not admit the artwork that was awarded in other competitions before. Each participant shall attach an application form and a photo to their artwork. Participant’s name, address, e-mail, etc. shall be written on the back of the artwork. 10.Once the artwork is admitted by the Organizing Committee, no matter it wins or not, the copyright shall belong to both the Organizing Committee and the participant. The Organizing Committee has the right to amend, use and polish the artwork with no participant’s authorization. 11.The participant’s artwork shall be judged by jury according to its type. After two rounds of judgments, the place shall be decided. 12.The award ceremony and the press conference shall be held by the Organizing Committee of the Competition. The Organizing Committee shall invite domestic awardees to come for the award and pay for their traveling expenses, room and board. The Organizing Committee shall inform the foreign awardees’ embassy in China and invite culture counselor to the award ceremony. 13.The award message shall reach the winners via registered letter and e-mail,The prize-winning artwork shall be displayed during the 6th World Cartoon Conference. 14. The Organizing Committee shall not accept any appeal against competitions. 15.Prize:There shall be a Gold Award, a Silver Award and a Bronze Award in each type of competitions. The premium is respectively USD1,000, USD500 and USD300. in addition, there shall be five Special Awards. Notice: 1) Each awardee shall be awarded a medal and a honor certificate; 2) One participant may be awarded more than once for his or her different artworks in different types of competitions. 16.Publishing: The prize-winning artwork and some of the participating artwork shall be collected in the artwork album of this Competition and then be published.
