13º International Press Cartoon Exhibition - 2005 |

| The CITY HALL OF PORTO ALEGRE by means of the Municipal Department of Culture, informs to whom it may concern that entries to the 13º INTERNATIONAL PRESS CARTOON EXHIBITION will be accepted from February 14 to March 04, 2005 from 10:00 to 12:00 AM and from 2:00 to 5:00 PM. The complete address for submission of works and documentation is Setor de Mostras e Exposições, Usina do Gasômetro, Av. Pres. João Goulart, 551, Sala 603, CEP 90010-120 - Porto Alegre / RS. Please note that no entry will be accepted after the deadline, whatever the postmark may be. PURPOSE This present regulation aims at selecting artists for the 13º INTERNATIONAL PRESS CARTOON EXHIBITION to be held from April 01 to May 01, 2005, on the 2nd floor of the Usina do Gasômetro. The objective of the exhibition is to stimulate and promote in a broad way the graphic expression applied to the press, as well as to grant each of the categories described below. ENTRIES Entries will be accepted from February 14 to March 04, 2005 from 10:00 to 12:00 AM and from 2:00 to 5:00 PM, according to Law 8666/93 and its later amendments. Please note that no entry will be accepted after the deadline of March 04, 2005, whatever the postmark may be. PARTICIPANTS The festival is aimed at the participation of professional and amateur artists in the categories of Cartoon, Editorial Cartoon, Caricature, Comic Strips and Editorial Illustration (including newspaper, magazines, books, CD covers, posters, etc.) Entries for the Editorial Illustration category must have been effectively published within the period of April 14, 2004 and February 13, 2005 and must be submitted accompanied by the page of its original publication having the name of source and issuing date clearly identifiable. Contestants may compete with up to 06 (six) pieces in any of the five categories or with up to 06 (six) pieces in a single category. ELIGIBILITY The originals must have a maximum size of 30 X 40 cm; in the comics category the number of pages is limited to 04 (four) pages of up to 30 X 40 cm each. The entry form attached to this regulation (or a copy of it) has to be sent with originals after being clearly and thoroughly filled in. All originals must be properly identified on the back of each sample with the author's full name and category; works printed in laser, desk jet or similar printers will also be considered originals. The originals must be reliably packed to avoid damages; the Organization Committee will not be liable for damaged and/or unidentified works sent for the Exhibition. SELECTION The City Hall of Porto Alegre will nominate a Selection Committee and Prize Awarding Committee. This jury will be composed by cartoonists, journalist, graphic artists, artists and representatives of the Municipal Department of Culture. The names of the members of these committees will be published at the Official Daily Newspaper of the City of Porto Alegre - DOPA. Both committees are sovereign in the evaluation of submitted works and will have as main criteria the following characteristics: creativity, innovation and plasticity of drawings. The list of selected works will be released up to March 14, 2005 and published in the Official Daily Newspaper of the City of Porto Alegre; the list of the prize awarded works will be released at the opening ceremony of the Exhibition on April 01, 2005. All works short listed will be exhibited on the 2nd floor of Usina do Gasômetro, Av. Pres. João Goulart, 551 - Porto Alegre, RS, from April 01 to May 01, 2005. A catalog will be published following the event and all selected works will be included. PRIZE AWARDING Each one of the five categories (Cartoon, Editorial Cartoon, Caricature,Comic Strips and Editorial Illustration) will have one (01) acquisition prize worth R$ 2,000 (two thousand reais); honor prizes may be awarded following same criteria of the Prize-awarding Committee (creativity, innovation, plasticity of drawings). The prize awarded works will become part of the art collection of the Porto Alegre Municipal Department of Culture. RETURN The works not selected may be withdrawn from April 04 to 08, 2005, at the same place and schedule of enrollment. Drawings from outside Porto Alegre region will be mailed starting on May 01, 2005. In this case the contestant should send a sealed envelope for devolution. The City Hall of Porto Alegre will not be responsible for any occasional mail-induced damage or loss. Selected works will also be returned by mail after the desktop publishing of the catalog is complete. GENERAL GUIDELINES - The selected artists grant the City Hall of Porto Alegre the right to reproduce their drawings for promotional purposes without any cost. - Participation in the contest is consisered consent by the artist with the conditions of the contest; the Organizing Committee will resolve any unpredicted case. - The Selection and Prize-award Commissions will be sovereign in its decisions. Prize will be paid after the publishing of results and the legal time appealing. The Organizing Comitte will decide unpredicted cases.
